International IDEA and the Swedish Development Forum (FUF) have the pleasure to invite you to a launch and panel discussion of IDEAs recent publication “Development First, Democracy Later?”.
The panel discussion will be moderated by Lennart Wohlgemuth – Visiting Professor at the Center for African Studies at the University of Gothenburg, with a focus on Swedish and European development policy. He has previously worked for almost 28 years at the Swedish International Development Cooperation Agency (Sida) and is also a board member of FUF.
Anna Lekvall is the former Senior Programme Manager for Democracy and Development at International IDEA and is currently working at the Swedish Ministry for Foreign Affairs. Anna has worked in the field of democracy, development and security for more than 15 years and has extensive experience from working in Africa and through various multilateral institutions.
Aside from the author, other discussants will be Stina Karltun and Erike Tanghöj. Stina Karltun is a Senior Policy Specialist on Democracy at Sida, and Erike Tanghöj is Manager of the Africa Programme at the Christian Democratic International Center (KIC), a party affiliated organization that works with political party assistance.
According to the author, Anna Lekvall, the answer to the title question is obvious: Democracy is a fundamental goal in its own right, yet a goal which keeps coming last in line among donor priorities. The author argues that while donors give the impression of ‘taking politics into account’ there is a gap between theory and practice, with legislatures and political parties receiving only 0.09 per cent of total ODA. This may in part be due to a view that development comes first, democracy later, and the book argues that this is a wrong assumption.
